Pixabay provides an incredible variety of high-quality copyright-free photos, images, and illustrations. You can copy, modify, distribute, and use the images, even for commercial purposes, without asking permission and without attribution. Photos must be downloaded first in order to be used in projects (in other words, image URLs from Pixabay don't work). Pixabay images are all under the Creative Commons CC0, meaning that they are all dedicated to the public domain and may be used freely for any purpose. There are a few things to consider even when you are dealing with public domain images, such as Model Releases for identifiable people, etc., and Pixabay covers those in this short and easy-to-understand blog post on the topic. Some key points that they cover are reminders that even if something is public domain, you still can't make it seem as if an identifiable person is endorsing your product, and you would not want to portray an identifiable person/home, etc. in a negative light.
An account is not necessary to download and use the images. You do need an account if you want to upload images to share, and creating an account keeps you from having to enter those "are you human" numbers every time you download a picture.
Shutterstock images do appear on the website as a way to fund Pixabay, and they require a fee to use their images; the Shutterstock images are clearly marked with the Shutterstock watermark.
